About HPSC:

Public Service Commissions, both at the Union and at the State level, are amongst the most important Public Institutions with long traditions which have served well. The establishment of this Institution had its origin in the history of Indian nationalism and the persistent demand of the leaders of freedom movement for progressive Indianisation of the Civil Service under British Raj. The Montagu-Chelmsford Report accepted in principle the demand for Indianisation of the higher civil services and accordingly a provision for this was made in the Government of India Act, 1919. The Royal Commission of the Superior Civil Service in India under the Chairmanship of Lord Lee, in its 1924 Report, recommended setting up of Public Service Commission of India. The Public Service Commission of India was set up on 1st October, 1926 under the Chairmanship of Sir Ross Barker.

The first Commission at the provincial level was the Madras Service Commission established in 1930 under a 1929 Act of the Madras legislature. The Government of India Act, 1935 provided for the establishment of a Public Service Commission for each Province. Accordingly, under the 1935 Act seven Public Service Commissions were established in 1937 for the provinces of Assam (at Shillong), Bengal (at Calcutta), Bombay and Sindh (at Bombay), Central Provinces, Bihar and Orissa (at Ranchi), Madras (at Madras), Punjab and North-West (at Lahore) and the United Provinces (at Allahabad). All the State Public Service Commissions including the successors of the older Provincial Public Service Commissions came to be established after the reorganization of States after independence. The State of Haryana came into existence under the provisions of Punjab Re-Organization Act, 1966 (No. 31 of 1966), with effect from 1st November, 1966, when the Haryana Public Service Commission also came into existence.

About Goa PSC:

In 1962 the Indian Parliament passed the 12th Amendment Act, 1962 to the Constitution of India, under which the Territory of Goa, Daman & Diu was included in the Schedule I of the Constitution of India (Constitution) and was declared as an Union Territory.

As an Union Territory, all the selections for Gazetted group and posts were made through the Union Public Service Commission (UPSC). All their service matters, such as promotions, confirmations, seniority, recruitment rules, disciplinary matters, etc. were controlled by the UPSC.

Under the Constitution (Fifty Sixth Amendment) Act, 1987 Goa was included in the Schedule I of the Constitution of India, as the twenty fifth State of India.

With the attainment of Statehood w.e.f. 30-5-87, under Article 315 of the Constitution of India, Goa was entitled to have its own Public Service Commission. Accordingly, Notification No. 13/54/88-PER-117 dated 26th May,1988 was issued by the Government of Goa and w.e.f. 30-5-88 the Goa Pubic Service Commission (GPSC) was set up and the UPSC discontinued to exercise its jurisdiction over service matters, in Goa. About TNPSC:

In the year 1923, the Indian Government established a Public Service Commission to examine the salary structure of the Indian Civil Service. The Commission was composed of four Englishmen and four Indian with Lord Lee of Fareham serving as its Chairman. The Commission also addressed the rate of Indianisation of the Indian Civil Service and the Indian Police. It determined a rate which in fifteen years would make the Indian Civil Service with a fifty per cent Indian membership and the same in twenty-five years for the Indian Police.

It was left largely to the discretion of provincial Governments to recruit and exercise control over their Services, as deemed proper. As a result of the discretionary powers left to provincial Government, the Government of Madras and Punjab proposed to set up their own Public Service Commissions.

The Madras Service Commission thus came into being under an Act of the Madras Legislature in 1929. Madras Presidency had the unique honour, of being the first province in India to establish their own Service Commission.

The Madras Service Commission started with three Members, including the Chairman. After re-organisation of States in 1957, several state level Commissions were constituted. The Madras Service Commission became Madras Public Service Commission with headquarters at Madras in the year 1957. During 1970, when the name of the State was changed into Tamil Nadu, the Madras Public Service Commission also accordingly got renamed as the Tamil Nadu Public Service Commission (TNPSC).
